B-BBEE affects small businesses mainly through who will buy from them. It is a scorecard system, and the reason it matters commercially is that your customers are scored partly on who they buy from.
That is the whole mechanism in a sentence: a large company improves its own scorecard by procuring from suppliers with good B-BBEE recognition, so your level determines how attractive you are to buy from.
What is being measured
Ownership, management control, skills development, enterprise and supplier development, and socio-economic development — weighted, scored, and producing a level. A lower level number is better, and each level carries a recognition percentage that your customer applies when counting what they spent with you.
The detail varies by sector. Several industries have their own sector codes with different weights and targets, so check whether one applies to you rather than assuming the generic scorecard.
Smaller businesses are treated differently
The framework recognises that a small business cannot be assessed the same way as a large one. Below a turnover threshold, businesses are exempt micro enterprises and are dealt with by a sworn affidavit rather than a full verification. Above that, a middle category applies with a reduced scorecard.
The thresholds move, so confirm the current figures rather than working from what applied a few years ago — a business that has grown may have moved category without noticing.
The affidavit
For most genuinely small businesses this is the entire compliance exercise: a sworn affidavit confirming turnover and black ownership percentage, commissioned by a commissioner of oaths, valid for a year.
It costs nothing beyond the time. There is no need to pay a consultant, and no need for a verification agency at this level. Anybody insisting otherwise for a business clearly below the threshold is selling something you do not need.
Where the levels actually come from
At the smallest sizes, ownership is doing most of the work — a business that is wholly black-owned achieves the top recognition automatically, and one with substantial black ownership the next.
That is worth understanding plainly, because it means for many small businesses the level is a fact about the shareholding rather than something to be improved through effort. Restructuring ownership to move a level is a serious decision with real consequences and should never be done cosmetically — fronting is unlawful and carries significant penalties.
Keep it current
An affidavit or certificate that has expired is the same as not having one when a customer asks, and they ask at the point where there is a deadline. Renew it annually alongside your other compliance documents.
